As Vincent said, the ABS only kicks in when you actually lock the wheels.
Next question, how fast were you going? Generally, the faster the velocity, the harder it is to "lock" the wheels; at least on dry surfaces. For instance, the few times I have been on the track, I was only able to activate/lock the wheels a couple of times. The places were I did activate the ABS were in brake zones where bumps developed.
If the tires were squealing, then you were near the braking threshold and getting the maximum out of your tires. This point actually slows the car better than activating the ABS. The best thing about ABS is the ability to steer around things while putting your foot through the firewall in an attempt to avoid collision. You may have activated the ABS and been too busy to notice it working.
I have tested the ABS in several cars on gravel/dirt covered roads and had a hard time determining that the ABS was activating, especially if I had the radio on!
