I just did this, using the instructions in the Haynes manual (if you don't have one, I highly recommend it for the DIYer). I don't have it with me, I'll tell you what I remember.

First off, remove the wiper arms. Mark the wiper position on the glass with a piece of tape so you can put them back in the same place. Pry the covers off with a small screwdriver in the slots (the metal scratches easily, so be careful), remove the nut, and lift the wiper arms off. They are tapered, so they will need some coaxing. I did all this stuff with the hood up, although lowering it helped when it came time to remove the arms if memory serves me right.

There's a plastic cover under the wiper arms, a rubber gasket, and the windshield wiper fluid hose. Disconnect the hose, remove the gasket, and then pull out the cover. There are a couple of clips but I think if you lift up the middle the ends bow down and you can remove the edges. The clips aren't a problem, they just lifted up on my 96 SETC. Finally, there is another plastic cover which needs to be removed and you can see the filter. Make sure you check the orientation as you remove it, there is only one right way to put the new one on. I found a lot of leaves and such down there, you may want to have a vaccuum handy.

This should get you through it, I think I remembered all the steps. Reinstallation is simply a matter of reversing everything you did. It's a very easy job - about 15 minutes or so.
