I am not familiar with the fuel system on the Saab yet, as I only bought my 900S yesterday, but the fuel system I was designing experienced a similar failure. Many times these conditions are caused by the carbon in the canister being exposed to liquid fuel rather than vapour. This can cause permanent damage to the carbon's ability to bond to hydrocarbons. Liquid fuel can get into the canister in a few ways, most commonly by a failed GVV valves in the fuel tank causing pressure build in the tank and possibly pushing fuel through the vapour line to the canister. Another possible way is throught recirculation lines DURING REFUELLING.
