Hesitation when accelerating in cold

My '97 900SE coupe (2.0L) is hesitating when accelerating at medium to hard throttle, (when nearing full warm-up) but only when it is at or below freezing outside. This happened on 2 different tankfulls of fuel, so I don't think it's water in the fuel. Mileage is almost 95K, so it's due for its service anyway, but any suggestions are welcome.
