I too had a left headlamp on my '89 SPG that was misty with moisture film. On inspection, it seems there was a very tiny pinhole in the lens from a stone strike. First, I filled the pinhole with clear sealant. Then, after removing the bulb, I used a hair dryer to heat and dry the interior, without removing the lamp assembly from the car. This evaporated all that nasty moisture really well. Finally, I learned by trial and error not to replace the bulb for some time, maybe a few hours, until the temp and humidity equalized outside and inside the lamp. Pop the bulb back in - I chose the PIAA ones at $95/pair - and the lamp has been clear and dry ever since.
The problem with many taillamps, Saab included, is that water and dirt film enter them through tiny breaks in the seal. One can significantly brighten those tail and brake lamps simply by removing the lenses and washing and drying their inside surfaces. I always watch older Saabs and Volvos for dim tail lights, and there are lots of them on the road. A Real Quick Fix!
