Basecoats go on really dry, so the chance of dirt sticking to it is almost nil, and a tack rag could be used just in case there is any dirt that settled on the surface prior to clearcoat. Running a basecoat is almost impossible, since it goes on dry. Another reason not to wet sand basecoats is because the metallics are evenly layed out with the gun, so sanding would disrupt the flow/pattern and give you an undesired look in the sanded area.
Wet sanding the clearcoat then buffing is highly desired for a show car finish since it removes orange peal and any dirt/bugs that may have landed in the clear.
