pretty bad swirl marks - can they be removed?

I bought this Aero on ebay, and could not see from the pictures that it has pretty bad swirl marks on one whole side of the car. It is clearly machine-generated, ie it looks like someone took an electric buffer and pulled it straight across the side of the car. It is very noticeable at night when other car's headlights are shone on the car. Are these types of marks typically removable? Are swirl marks generally in the paint, or in the wax? Thanks for any help you can provide.
