What is most likely in the corners of the wheels is caked on brake dust that has slightly eaten through the clear. I have been using Mothers clear coat wheel cleaner/polish for many years with outstanding results.
The following process might sound weird but I have always had great success with it...
Apply some of the cleaner/polish in the corners. Let it sit for a few minutes. Then, use your fingernail to scrape away the caked on debris using the polish as a lubricant. Will not scratch the clear this way and removes all but the most heavily embedded dust.
Another option is to get some sort of plastic tool such as a plastic screwdriver for working on electronics. Gently scrape the corners, again using the polish as a lubricant to prevent scratching.
Good luck and have fun though it is a time consuming and messy job.
