A PC with an aggressive pad (yellow cutting or lambs wool) and an moderately aggressive polish ( i.e. 3M Perfect-It III Rubbing Compound for 1200 grit scratches, or 3M Finesse-It II for 1500 grit scratches) will definitely remove scratches. But how deep are the scratches? If you can feel them with a fingernail, they are almost definitely through the clearcoat, in which case neither a PC or a orbital will be able to remove them. Remember, what you are doing is rubbing down the clearcoat until the scratch is gone. If the scratch is all the way through the clearcoat, then all you can do is polish it to “round off” the edges of the scratch so it reflects less light and is less visible, then temporarily fill it in with a glaze like 3M IHG or use a finishing polish that contains a glaze like 3M SMR. The only way to know what works for you is to experiment with different products, but remember the conventional wisdom of always starting with the least aggressive method, and only upping the cutting power when needed (lambs wool is definitely a last resort product for me). And if you go the Finesse/Perfect-It route, remember that these aggressive compounds will haze the finish somewhat, and you will need a gentile final polish to get the shine back.
