JDP used to really just measure problems, as in mechanical, electrical and fit/finish defects--more the quality-related stuff. But that was in the mid-80s when measuring satisfaction was just getting going. Now it seems like everything is up for grabs. But that also makes their reports much less meaningful and useful to buyers.
IMO, subjective stuff like cupholders should not be part of an "initial quality" survey, but available as other information. Someone may not like a cupholder, but should have thought about that before they did the deal. It doesn't have much to do with the "quality" of the vehicle.
