To the best of my knowledge, the OnStar system has no function for measuring speed. OnStar does not continually monitor your location with GPS - that would be extremely expensive for them. Rather, the locator function is activated by a special signal which they supposedly send only when you have reported the car stolen to police - sort of a LoJack-type feature.
On the other hand, the on-board diagnostics might keep track of maximum speed. I know that in Sweden, Saabs have a sort of "black box" recorder that keeps track of parameters from the last 30 seconds before an accident. I don't think the US models have that - yet.
I wouldn't worry about the dealer knowing what you've done to the car, but please don't abuse it.
As for which model, that really depends on what it is you're looking for. If you are a "performance driver", you'd probably want a Vector, though the Arc is fine too.
