It's actually speed too fast for the conditions.
Or so various studies have indicated over the past 20 years.
85 is a perfectly safe speed on an interstate, but not in heavy rain or when the flow of traffic is 50 to 60.
60 or so is great on an empty, winding country road, but not if there are lots of driveways or other traffic.
And lots of speeds are dangerous if you are somehow impaired (fatigue, booze, drugs, distracted), or if your car is not well maintained. Those are conditions, too.
