You are absolutely correct about this. Even most North Carolinian's do not realize that 15 over in a 70 mph zone is considered a criminal misdemeanor in the State -- not a traffic offense. Obviously, that can have enormous implications in one's life (imagine filling out a job application and having to answer "yes" to having a criminal record for a 16 mph over speeding ticket). If you plead / are found guilty, the fine includes a 30 day mandatory license suspension (the judge has an option of up to a year, as well as requiring jail time), a 90% increase in insurance for a 3 year period, and of course DMV points.

A couple of months ago I was ticketed at 86 in a 70 zone during an early morning drive to Wilmington. It was 7:30 am on a Sunday morning. Not a car on I40, and I was not paying attention as my speed increased as I drove through endless miles of farm land etc. Fortunately, I did not follow friends advice that ignorantly suggested "it's only 16 mph over ..." and hired a traffic attorney. $325 later he was able to get the charge reduced as it was my first ever ticket (not because I've been lucky - I am a very diligent driver). Needless to say I drove home with cruise control!
