But it is kind of like a techno beat, with spoken words and sound effects mixed in. If you ever saw the episode of "Friends" where Ross played the keyboard, complete with helicopter sounds, it's kind of like that. I swear in track 1 I Heard a circular saw.
If you like odd and quirky, though, I wholeheartedly reccomend the afforementioned "The Streets". They have been referred to as the British Eminem, but without the abrasive language and opinions. Particularly cool is track 9 on their CD "Original Pirate Material", called "Don't mug yourself".
I also reccomend Manu Chao. You just have to listen to "Me Gustas Tu" to even understand it!
