They could have achieved thigh clearance by tilting the steering column more upright. I bet there's too much stuff in the way for that.
I've had cars that were centered, others weren't.
My '95 Integra is off-center.
If I can remember, my former '86 Jetta & '82 Rabbit were centered.
For an obscure Opel connection, my brothers long-gone '73 Opel Manta was way off-center, but sideways. The steering column went off sideways, so it was not only off-center, but it wobbled, too. I think Chevette's were like that since they seemed to share some hardware.
