It's exceedingly rare for e-mails not to get through. And when they do, you'll get an error message from your server saying it failed. SMTP is a reliable protocol - if the server doesn't give you a failure message, that means the message definitely made it to the other server, which should have plopped the message into the recipient's mailbox. If the message doesn't go through, the source server retries until it works, only giving up and letting you know after a few hours or days.
What do you mean you use Netscape, though? Do you mean you use Netscape's client to access your ISP e-mail account? Or does Netscape actually offer an e-mail service? The problem likely lies somewhere on your end, or on your recipient's end. Maybe a Spam filter that's catching your messages. Maybe your client is poorly configured. Or maybe your recipient is just lying - are these invoices you're sending? :-)
