here in Indiana, drivers and front-seat occupants of trucks aren't required to wear seat belts. So SUV's with truck plates would also be exempt. But, SUV's can get truck plates (with slightly higher fees), or passenger plates.
I feel that if the vehicle is capable of the load (which the mid-size and larger SUV's are), it should be required to get truck plate, with higher fees representative of the additional wear-and-tear of the roads that the vehicles can cause. But then I also think that the truck drivers should be required to buckle up.
