When refiners manufacture the base gasoline which ethanol is blended into, the base gasoline is a sub-octane such that the ethanol brings it up to the posted octane. Octane is expense, and refiners don't want to give it away.
I promise I won't go on a rant, but I'm not a fan of ethanol. The energy (read: petroleum) needed to farm, manufacture, and transport ethanol to the distribution terminals, where its blended into gasoline just prior to delivery to gas stations, has been shown to be nearly (some studies say more than) the energy value ethanol contain. And the ethanol industry is less than forthright in their actions and communications.
