You don't even stop going down, just slow down and waive. On the way back there's 29 lanes or so each manned by an inpector who will simply inquire if you are American and might also ask where you have been and if you are bringing anything back. Border waits going north can be just a few minutes to 2 hours during peak tourist times. There's another border crossing east of the main Tijuana crossing about 5 miles called Otay Mesa. Sometimes the lines can be shorter and I think that's the end of Tijuana where the Toyota plant is.
