Canada has never been a problem for me. I've bought and sold between Canada and the US (where I am) without any problems. Onetime, I had to pay a fee for some customs charges. However, when people in South America or overseas want something, things get more complicated and less economical, espcially if the item being sold isn't very costly. It's not impossible, but some sellers are very busy with both a real job and an Ebay job/addiction, or the lucky ones are up to their ears in Ebay business.
Many overseas customers will still bid, but they've setup an address in a US city that can remail their package so that the seller does not have to be involved in an overseas transaction. Canadian sellers will often ship big things from the US (Upstate NY or another border area) so that the buyer does not have to wait or incur any costs for customs or non-standard shipping.
