TireRack ships them with corrugated cardboard disks covering the wheel, out to mid-sidewall. Two layers on the outside of the wheel, 1 layer on inside. Tied with 4 nylon straps around the whole thing. Each wheel/tire is its own separate package.
They used FedEx ground for me, a few weeks ago, and it cost about $60 to ship 4 wheels/tires from South Bend to somewhere near Akron OH. I really don't know if that's pure shipping or partly 'handling'. I heard somewhere that UPS doesn't do tires any more, but I'm not sure if that's true.
