My Vermont's built in thermometer shows 400 - 450 after 15 min with only 2 of the 3 burners lit. (And the grill feels this hot, so I think the temp is right.) The design of the grill allows hardly any flame to meat contact - which is healthy but a change from what I'm used to. (My old cheapo Char-broil with fake briquets and worn out burners would blacken steaks unintentionally - don't expect that to happen with the Vermont.) I am getting used to the slower cooking, and while I have been satisfied with the results, it may not provide the searing heat at the meat that you are looking for. It certainly is a gorgeous grill that looks like it will last forever - wonderful heavy porcelain and stainless steel. Hope you get yours working better.
