dunno, 1960s, check fraud and identity theft was pretty common back then. see 'catch me if you can' ... you may be mistaking privacy for security, they're two different things. privacy is gone, I've worked for way too many big companies and seen too much to be under the impression it still exists. And for all the tons of technology, most security lapses come very close to the source of the information (stolen wallet, confidence tricksters, disgruntled employees), rather than long-distance concerted hacking. privacy has to do with intangibles, security with a monetary figure. while security can be restored, privacy cannot, and the horse has left the barn.
government can get info, but none of their many hands knows much about what any of the others are doing, and outside the military (and even inside) their technology ranges from middling-good to stone-age. corporations...they don't do national borders, and they know you better than you know yourself. I don't know why people only freak about the government when the F500 knows you better then you know yourself...
