The way it usually works is that they give an estimate for damage and send you to the paintless dent place -- if the paintless dent place says -- no way we can fix that right they will call your insurance and tell them they can't fix it at which time you can get money to cover more extensive repairs like a repaint and repanel. If you can get away with the paintless dent repair do it -- you don't want a repaint or repanel as the value of your vehicle will plummet.
They are just following a process -- they just can't let people go off and fix things themselves as they might get screwed. The alternative is to take the check and do whatever you want with it to get the car repaired, but you will only get the amount they assess damages for, not actual cost.
