I'm up in NYC, we've been hit about twice as bad DC this year (although it's colder there right now) but there's a couple things that are beyond location when talking about snows and beaters...
For an aero or viggen, the car is pretty close to how much power FWD is going to put down and you want peformance tires on it for summer. But summer tires in snow/slop is begging for disaster. You might as well go out with a sledghammer and beat your fenders and headlights, it's honestly only a matter of time even on a short commute. For lesser power cars, all seasons can be a good compromise.
Snow tires could be viewed as extravagant, but a whole 'nother car could be considered an even more extravagant solution. Insurance, tires for it, oil, registration, the 'real cost' is much higher (and recurring) than a call to TireRack. I know, a beater is useful for so many things ;), but it isn't without some cost compared to snows.
It's also personal preference and schedule. Quite a few people have to travel because of work, or they don't want to bend their 17s, or they just feel better with the winter rubber. But I wouldn't begrudge the choice until you got at least to South Carolina.
