Limited to the basement or the living spaces too? Has the house been sitting for a while unoccupied? If so radon can quickly build up beyond the normal level.
Since it sounds border line I'd be less concerned if limited to a basement that isn't going to be regularly occupied for extended periods. Just a little ventilation could potentially quickly cut that level in half. On the other hand if things were already regularly opened around the time of the testing I'd be more concerned b/c levels could go much higher.
Family has some property where we get radon levels around 4.5 or higher sometimes in the basement (exposed walkout) when the place is closed up for extended periods but when people are around and about it quickly drops around 2.0 to 2.5 just as a result of windows occassionaly being opened and the doors being opened regularly. Never have had an elevated level upstairs . You can purchase pretty accurate monitors to keep tabs on it yourself.
