Personally every time I've dealt with a registered letter, it's because someone wanted someone to be sure they got something, both parties wishing to avoid court proceedings. When you go to court, for most things, lawyers win, and you either hold your ground at significant expense or lose.
I.E. You don't pay your property taxes on time, your town sends you a registered letter asking you to pay or potentially face a lien. They really just want you to pay like everyone else. Those who do differently could waste a lot of the towns administrative resources which should be spent at other tasks. They want you to get the bill, not a blank letter.
If you are a business and want to make sure a customer gets an important bill and doesn't say he didn't get it, you can send it registered return receipt requested. You do this because you want him/her to pay and neither of you want to go to court.
In a legal sense, I have heard of people sending documents to themselves by registered mail and leaving the document sealed in the mail envelope to prove the date of the document. I am not sure how well this works or when it is used.
