Site sponsors have at least some of the heating pads. You'd need wire, some connectors, a couple of switches (maybe with potentiometers) and figure out the wiring. You may find the fuse panel is already for you to add a fuse for the circuit you'd put in. Not familiar with the 9-3SS.
By shopping a bit you might do it for a $200-$300 for both seats, plus a day of careful labor in your driveway. If you have a dealer do it it will cost a fortune, as "partsmanager" notes.
Heated seats are a delight. Which reminds me, I have to go fix the one on my driver's seat.
