I bought a CPO Saab and a CPO BMW. Overall my BMW experience was better, but it was really more of a dealer experience than the CPO program itself. The BMW had less mileage as well.
Overall I think Saab has a good program, but the dealer execution can vary greatly. The dealer that I bought my CPO from did a horrible prep job and just slapped it on the lot as a "CPO" with shot rotors, bent rims, scratches and dings, and 4 year old tires. I bought it out of state so I was pissed when I arrived. Otherwise the car was fine and after beating the dealer up a bit I got new rotors, pads and new rims. The warranty (althought hardly used) is fantastic and fixed all of my mechanical drive-off problems. So overall, delivery issues aside, I am happy with Saab's CPO program.
The BMW experience was better since I had zero issues at delivery (I was local this time) and the car was perfect over the duration that I owned it.
So...in comapring just the simple facts and figures of the programs easy to see why Saab is in the top 5 -- it is a good program and Saab has a great product. Stories like mine are chocked up to bad dealer experiences.
