There was a pace car out there in the tunnel, MS had to brake to avoid driving into it, cause it was not going fast compared to F1 car. As to Montoya, I guess he just realized it too late... from a regulations point of view, Montoya was at fault, because during a pace car phase you can't overtake, MS had the right to set any pace he wanted to. But in a tunnel... with the change in light, Montoya never realized the slowing down of MS, so it was a race accident.
Had Montoya not slamed into MS, MS would have won hands down, no contest, he was going 1.5 seconds faster each lap on average then the Renaults.
As to the poor showing of McLaren, Williams and Jaguar... you can't blame Ferrari for that. BAR is doing much better, so I guess there are just problems in the other teams.
Ferrari can't always win, but as long as they have a good car and driver, they will remain hard to beat.
BAR beating Williams and McLaren is a fun thing :)
