Granted a new 'cross bike can get to be pretty pricey, but consider used. Generally a used 'cross bike is a project bike that someone built up thinking they'd get into 'cross, but come to find out the pain is too intense. Or someone has used it as a commuture bike (they make great commuters.) in which case it has seen very little abuse. Take a peek on Ebay and see what there is. You can probably find something well-equipped in your price range.
The thing about 'cross bikes though is the sizing. Unless you know your measurements and geometry preferences, it might be a little tough to buy something that fits just by guessing.
'Cross bikes are definitely the way to go as far as versatility. If I had to own only one bike, it'd be a 'cross.
