First, congratulations!
My friend and his girlfriend both just graduated with Masters in Archecture from there. But,
During his six years there he knew two students who were shot randomly on the street and I believe one that just disappeared. It's a top ranked school depending upon what she'll be going for, but from what he tells me you have to be careful where you live and where you go and what time you do it at. If you email me I can hook you two up if you're interested. (My little sister was considering going there---and I used to visit my friend occasionally for a cheap vacation crashing on his couch)
As for financing, I'm not sure how it is now, but I know that when I was trying to line-up loans it was tough because I found I either had to be independent or 25 or older. Delaring independent status would have tax ramifications for you and give her expensive insurance hedaches.
SCAD is not cheap, as I'm sure you know; especially if you're out of state. Maybe she could move there and declare Georgian residency? On the other side of things, I've always heard that there are all kinds of loans, grants, and assistance available...if she's a top student. I'm speaking about financing from my experience only, and I sure wasn't a top student coming out of high school because I didn't know any better at the time.
Anyway, tell her good luck! Send me an email and I'll introduce you to my friend if you'd like--he's now employed at a good archeciture firm in Arizona. Oh also, check out the Crab Shack when you're in the area. It's some patios over a marshy type kind of area, with cats meowing around, and the very best and freshest seafood you can imagine.
