Elle and I try to charge everything to our AA and United mileage cards because when we fly, we like to fly free, and when there are black out dates, we like to use the miles to upgrade to business class.
Anyway, there have been instances - all of them Internet purchases - in which the item was never delivered. Each time, we called up Citibank and disputed the charge (you can do this even after you've paid a bill in full, it does not matter). Sometimes they sent us a letter that we had to fill out and have notarized. If the amount is big enough, they may want to change your credit card account number and issue you new cards which is a hassle, but all of our disputes were credited back to/settled in our favor. You did the right thing though by trying to get in touch with the merchant via phone and email. Citibank requires that you first try to contact the merchant yourself to resolve the issue. The last time we had to dispute something (Finding Nemo/Dory bed spread for my nephew from the UK), Citibank sent us the letter to be filled out but before I had time to get it notarized, they notified us that the dispute was settled in our favor. Sometimes they ask a few questions over the phone too. It's no big deal. By federal law, if you pay for a service or merchandise by credit card, you must be refunded your money if you do not receive it.
Stolen cards are a little different. I had a credit card swiped from my locker at the local hockey rink (smart guy - left the cash and my other cards - just took the one, so it took me a little longer to notice). I was liable for $50 of the about $200 he spent. One other guy in the same locker room had his American Express stolen and $4000 spent on it. I guess my Citibank card wasn't fancy enough for the thief.
