This is one of the more confusing threads for me to read.
Here in congested Philadelphia, I merge when I can. I think it looks silly to go to the absolute end of the ramp and try to merge there: why make it so hard on myself? The ramp is there to give me room to accelerate and safely merge. If I need the entire on ramp to get up to speed, then I use it. If I am already at speed, then I merge whenever it is safe. I do not cross a solid line, I only cross dotted lines.
If I merge, safely, before the ramp has ended, and you accelerate to the end of the ramp and try to merge in front of me, I would think that you are an aggressive driver and somewhat impolite. But maybe I'm wrong.
