Like markP said, it's cooler underneath the fan when air is being pushed down, meaning the leading edge of the blade is higher than the trailing edge. A fan cools a human by blowing air across their skin which aids a human's natural air condition (e.g. sweat evaporation). HOwever, in winter its best to pull air up from the room, generating better ciculation of the warmer air especially in rooms with vaulted/raised ceilings. Unless air blowing across a human's skin is heated well above room temparature, it will make a person feel cooler through the same sweat evaporation mechanism, which is not what you want in winter.
