Hi Japher,
There seems to be some missinformation out there on this topic.
Google EPA importing vehicle and DOT importing vehicle. These two organization are the most important for importing a car and have fairly informative web sites. The 1999 9-3 is not a pre-approved importation vehicle, so it won't be easy, but the 2003 9-3 is, which makes me think it should be possible. What you would probably need is a letter from Saab stating that the vehicle meets US standards.
If you plan to be in the US for a year or less and are a non-resident, you can import it for a year and drive it on the Euro plates. As someone else mentioned, with the weak dollar you can probably sell your and buy a US car for a profit - there are plent of good ones available over here.
