there is nothing you can do unless you know how to repair these things. My guess is the tube is probably ok but an electronic component in the high voltage power supply is fried, probably a high voltage capacitor or coil.
You don't want to open the monitor up to toy with the high voltage power supply.
Yes, it happens, more common in the days when CRTs were not as reliable.
