for some who are not familiar TIAA-CREF, it manages funds for many non-profit groups, including many educational institutions, i.e. colleges and universities.
I believe CA does not allow tax deduction for contribution to a 529 so your tax advantage is limited to Federal tax. In this case you can go with a non-CA run 529 plan that may have a higher return or better run (you make your own judgement on what that means 8-).
Some 529 plans may let you decide on the investment mix but I think most won't let you do that, so you are pretty much have to trust the plan management.
If you know someone who is good at investing money, you may end up ahead of the 529 plan, which tend to be more conservative, even given the tax break in the plan.
There are plenty of websites on the 529 plan, I am sure many of your friends have other opinions as well.
Yes, plan ahead and save early, but the UC system is probably one of the best (if not the best) state system in the country so you have an advantage there already !
