I wouldn't recomend that you wet sand your own car unless you know what you are doing. It is pretty easy to burn through the clear coat if you don't know what you are doing. You will also have to powerbuff the area that you wet sand after you are finished, do you have a power buffer? It is likely that some vigorous hand buffing would signifcantly remove the appearence of those scratches anyways. The pinstripes are likely decals, in which case you would NOT want to wet sand them. It takes a delicate touch and some know how to take them off with a razor blade. Try the hairdryer or heat gun trick and then use an adhesive remover soaked cloth with a light touch to remove the left over adhesive on the car. Don't rub too hard or you may mar the paint. when you are finished with this you will want to put on a fresh coat of wax since the adhesive remover removes wax.
