If you could have a security camera / webcam in a nearby residence watching the sign, that would be interesting too. The sign probably won't stay up forever and it might be interesting to see who takes it down.
In Maine, local police departments don't get the proceeds of speeding tickets and driving infraction fines. Some towns with plenty of free time still make speeding tickets and warnings a major priority. Towns do get a portion of seized assets from drug busts, but there's a lot of beaurocracy and delay involved, and it's probably not a budgeted source of income.
Perhaps a portion of the reason for this apparent traffic busywork is to maintain reasons to keep their current capability and size of police force. Many town police forces are barely adequately staffed for 24 hour coverage, but still overpriced and oversized for the amount of need in the town. Many taxpayers would argue that the town was adequately protected by state and county police before the local police department existed. A certain vocal minority of taxpayers delight to see speeders caught, even though they themselves sometimes speed and complain with the same vigor when they get caught.
