If you have a scientific mind, or is gnostic, this phenomenom can be easily explained by probability.
If you are a Calvinist, it makes more sense for the millionair to get addtional millions than for a poor man to win the lottery. The milionaire has millions because he/she did something to deserve it; it only makes sense that God bestows more blessing on him/her. It would be contradictory for God to make the poor man poor if he is to get millions later. For most of human history, people follow this school of thinking. That's how jealousy is placed under control and society/civilization is borne. When society evolves to a stage where everyone believes the poor deserves more just because of their being poor, well it is a sign that society has failed its primary mission as a moderator of jealousy and is about to fall apart.
