CO2 balanced? Only if the tractor that plows the field, and the combines and vehicles that haul the crop to the depot and the fuel that dries the grain are also ethanol fueled. And the fertilizer is very energy intensive and feed with natural gas feedstocks. The carbon in the methane does not end up in the fertilizer and that carbon goes somewhere. I expect it is released as CO2.
When the biomass gets to the ethanol plant, fermentation processes release large amounts of CO2, but that is in the closed cycle balance and considered neutral.
Ethanol does have a high octane level, and also much less energy per gallon than gasoline. So you end up using a lot more fuel. With ethanol, you can have higher compression ratios which create higher thermodynamic efficiencies and improved MPGs relative to normal compression ratios. But a dual/flex fuel engine needs to also thrive on lower octane gasolines, so these engines cannot have the higher compression engines that could take advantage of the high octane rating of ethanol which might compensate for its lower energy content.
Until ethanol is distributed by pipeline, the economics of hauling it around in tankers is a but grim.
