I think they have one for $299 ish with 1.2 mega pixel camera. Not sure who made it, but it also takes video footage. It zooms, but it doesn't have "flash" for night time, but my friend told me that "flash" on cellphone's cameras are so crappy, it only lights up to 5m or so. One camera price around $250 has "flash" and video capabilities, but the camera resolutions aren't that great. I recommend $299 one if she needs to get one right now.
I'm waiting :) (for price to come down or have better phone)
PS I think Verizon has least of options when it comes to video/camera phone. Since you can transfer the number now, maybe she wants to look around for the phone first and go with the carrier who has that phone?
