UPS is no more expensive than any other courier. But it's not a percentage, they go on "levels". Up to $20 is free, $20-$40 is something like $7, $40-$100 is like $19. So if your stuff is valued at $41, you're going to get screwed. Over $100, it starts to level out in a more logical way. Note also that you will pay $5 or so for disbursement, plus another $5 COD fee. You can get out of one of those charges by phoning UPS with the tracking number as soon as it's sent, and paying the brokerage and GST by credit card.
Canada Post does not charge brokerage fees, just GST and a $5 service charge (the service being charding you the GST, how nice of them!).
