Vinyl tile, asphaltic tile, vinyl sheet flooring and their associated mastic/adhesive can all contain asbestos. The size of the tile is not a definitive determinant. Asbestos has been used in the production of all these materials for many years and is still being used in the production of these materials in other countries. It is safe to assume these materials are asbestos containing, ACM, however, you could have them tested by a NVLAP accredited laboratory to determine their content. Here is the rub, testing of vinyl composite materials by any laboratory can be inconclusive because the component asbestos may be to small to identify with the lab's microscope equipment. Beware of false negative results. Vinyl tiles that test negative by light microscopy methods should be tested using electron microscopic methods to confirm.
Simply stated it's best to just assume that these types of suspect materials contain asbestos and manage them accordingly. As stated by others, do not grind, sand, pulverize or otherwise reduce the materials to a powder without using proper engineering controls and personal protective equipment. Best to leave the materials in place and cover with a non-asbestos containing material. If this doesn't fit with your plans then it is best to go with a licensed/well referenced contractor for removing the materials. Good luck.
