Card: ATI Radeon 9700 pro
Problem: Video card cooling fan noisy all the time (normal) and howls at cold startup (not normal).
Solution: installed Arctic Cooling ATI Silencer 1

This problem with video card noise is quite common.

This replacement cooler is very quiet and the system is now much quieter. Result depends on the noise of your case or power supply fan noise levels. I am very pleased with the result. ATI would only replace the fan if I returned the complete card(sucks). So I decided to get a better solution (and void my warranty). Note that this cooler has been shown in many reviews to cool the processor a lot better than the OEM heatsink/fan. ATI and Nvidia video cards can be obtained from secondary card builders who do often have better and quieter cooling, nice for those overclocking the cards. Some secondary manufacturers use this cooler on the cards as built.

See the link. There are variants for different high performanace video cards. Comes with heat sink thermal paste. (Always good to double check for clearance to capacitors and other components with any video or processor cooler hardware.)
