That's dirt cheap. I'm in international shipping industries, so I can tell you that is a good deal. Although I can't believe they can clear the customs without the Power of Attorney, but maybe when you ship thru UPS, that first sign may indeed giving the Power of Attorney to UPS...
Because what if you are a custom broker and could have done the clearance by yourself? When you give up your power of attorney to the custom borker, you should have gotten the quote for their brokerage service.
UPS has many different divisions and guys driving around the brown truck wearing brown uniform is just a small part of their services. They too have huge logistical division and I'm sure brokerage department operates separately too, so for them to charge you on top of the shipping cost is normal (UPS guys are probably charging each other's department for their services)
I'm not defending them, but seems like that's a good deal. If they notified you of the incoming import shipment and left you with clearance and all of that, this shipment would have go on "general order" and US Customs would probably destroy it or sell it, and if you are lucky, you can export it instead of clear the customs (more paperwork), but you get the picture of how mess this could get. (believe it or not, they can bill you for destroying your cargo!)
Now you see shipping industries are wacked? It's regulated by the government pretty tightly and all the cargo needs to have the rate filed prior to shipment ever leaving the origin too. 9/11 didn't help either and now we are to manifest electronically (AMS- automated manifest system)before cargo leaves the origin port.
I will stop now as I'm trying to leave the work :) But if you were to get around it, you shouldn't have had a shipper as a business name maybe? I too think I screwed up when I sent a copy of a magazine via USPS to a friend in Australia and used my company's envelope with "XXX Logistics" on it. I think they might of caught it and try to access duties or something cause my friend never got it. I think I should have insured that or at least I should gotten the tracking service...
Sorry I know you hate UPS now and I'm not trying to change your mind. You can use Fedex and Airborne from now on and they are pretty much same as UPS.
