As this stuff is mandated by law with variuous levels by region, the automakers do not really have much to say about this. They tried to stop 10% ethanol, bit were not sucessful. A compromise was that higher levels of ethanol require labeling at the pump. So they come up with a name for a standard and lablelling and use that name. I am not impressed. I still hold that the high levels of ethanol or oxygenates is a political pork barrel with no technical merit.
So the law states that the oil companies have to have RFG-II fuels with alchohols and the oil companies and the automakers get to hang themselves with it. But they get to choose their own noose and give it a name and a standard. It looks like a nice technical document, but the whole issue is still bogus. So the oil companies try to make it look like something that you should be inpressed with "Top Tier Gasoline" sure sounds like something that you should buy, with lower MPGs, higher CO emissions and increase operating costs for you, and increased sales for the oil companies. If they could blend water into the fuel, that would be an oxygenate, it has oxygen in it, and it would improve octane, MPGs would go down, sales would go up, profits would go up. And the goverments get increased sales tax revenue when you use high ethanol fuels and you then have to purchace 4 to 6% more fuel. Thats a 4 to 6% increase in tax revenue at the pump. Helps offset the losses of tax breaks for ethanol plants.
