Tires, battery and different fluids should have a haz mat fee tacked on.
Other items replaced can be questionable.
Here in LA/CA it is about $800.00 in license fees per year for a small shop just to accept and store hazardous material. Than you have to pay the disposer truck each time he comes and take it away.
I didn't break even last year with the $3.00 per fluid ($9.00 at a major service) in haz mat fees that I charge.
