To do this with your current TV you'd need to run the audio through an external set of speakers.
Panasonic (hmmm, I just recommended them below), offers TVs with what they call "artificial intelligence sound". It keeps sound levels stable between different channels and program "content" (i.e. commercials).
Boosting volume of commercials used to be illegal. However, the regulation was dropped some years ago, I think because it was too difficult to enforce. Pity.
I use the TiVo method, recommended below. Works great, and allows you to watch a 60 minute show in about 45 by skipping all the "noise".
